Is a paid Microsoft Copilot licence worth it?

Published 6 min read

Many Microsoft 365 businesses are being offered the paid Copilot add-on, and the question is whether it earns its cost for each person who gets it. Microsoft has renamed Microsoft 365 Copilot as Microsoft Copilot, and Copilot Chat is available to eligible users without the add-on. This guide compares the two using Microsoft's own documentation and sets out a way to decide by role.

Quick answer

It depends on the role. Copilot Chat, available to users with an eligible Microsoft 365 subscription without the add-on, already provides web-grounded chat, file uploads and enterprise data protection. A paid Microsoft Copilot licence adds broad reasoning across a user's emails, meetings, chats and files, plus fuller agent features. It is most likely to be worth it for staff whose work lives in Outlook, Teams and Office documents, once your SharePoint and OneDrive permissions are in order.

The paid features matter most for people whose work runs through email, meetings and shared documents.

What does Copilot Chat give you without the add-on?

Microsoft Copilot Chat is available to users with an eligible Microsoft 365 subscription and does not need a Microsoft Copilot licence. According to Microsoft's comparison, it includes web-grounded chat, enterprise data protection, file uploads and analysis, and image generation, plus organisational grounding in supported Outlook scenarios. For staff who mainly want to draft text, summarise a document they upload or research a topic, that may be enough. Check it first, because it costs nothing extra and shows you which staff use AI regularly before you pay for more.

What does the paid Microsoft Copilot licence add?

Microsoft's comparison lists the differences. The paid licence adds broad organisational reasoning across Microsoft 365 data, where Copilot Chat is limited; Microsoft Graph, Work IQ and semantic indexing, which Chat does not have; fuller agent experiences; and priority access. This is what lets Copilot answer a question using a user's emails, meetings, chats and documents together, such as summarising a client's recent correspondence and the last project meeting. The licence is an add-on to a qualifying plan. Microsoft Copilot Business is the add-on for organisations with up to 300 users on eligible Business plans, sold with an annual commitment.

Which staff are most likely to get value?

The paid features draw on email, meetings, chats and files, so value follows the people whose work happens there. Look for roles that spend hours finding information across many documents and threads, or turning meetings into actions. Roles that work mostly in other systems, such as field staff in a job management app or bookkeepers in accounting software, may get less from the add-on because their core data sits outside Microsoft 365. Use the list below as a starting point and check it against how each person actually spends their week.

  • Account and project managers who track many client threads.
  • Executive assistants and managers with heavy meeting loads.
  • Staff who write proposals, tenders or reports from existing documents.
  • Team leaders who need to catch up on chats and decisions after leave.

What has to be in place first?

Microsoft's requirements include a work account in Microsoft Entra ID for every user and an Exchange Online mailbox for experiences that use email, calendar or meeting data. Some features need a OneDrive account. For Copilot to reference meeting content after a Teams meeting ends, transcription or recording must be configured. Microsoft also recommends a secure and governed foundation before deployment. If your business still runs email on its own server or keeps most files on a local file server, the add-on will have little organisational data to work with until that changes.

Will Copilot show staff files they should not see?

Copilot only surfaces organisational data that a user already has at least view permission to access, so it does not change who can open a file. It changes how easily people find things. A folder shared with everyone years ago, or an HR site with broad access, becomes much easier to stumble on once anyone can ask a question across all the content they can reach. Microsoft advises using the Microsoft 365 permission models to make sure the right people have the right access. It also states that prompts, responses and data accessed through Microsoft Graph are not used to train its foundation models.

For sites that need a permissions review, Restricted Content Discovery can temporarily stop a SharePoint site's content appearing in organisation-wide search and Copilot responses without changing anyone's permissions. Microsoft describes it as a temporary control while access is reviewed, and it needs a Microsoft Copilot licence and the SharePoint Advanced Management prerequisites.

How do you test the value before licensing everyone?

Buy licences for a small group in the roles most likely to benefit, and measure before and after. Pick three or four tasks each person does every week, time them for a fortnight before the licence, then again after a few weeks of use with some basic training. Record where Copilot saved time and where staff had to correct it. Expand only to roles where the measured result justifies the licence cost, which you can check on Microsoft's current pricing page. Because Copilot Business is sold with an annual commitment, size the first purchase to the group you are testing.

Practical checklist

  • Check what Copilot Chat already provides to your users before buying the add-on.
  • Confirm each candidate user has an Entra ID work account, an Exchange Online mailbox and OneDrive.
  • Review SharePoint and Teams sites with broad access, starting with HR, finance and management sites.
  • Decide whether Teams meetings will be transcribed or recorded, and how staff and external attendees will be told.
  • Pick a small group by role and record baseline times for their weekly tasks.
  • Set the measure that decides whether licences expand, and confirm current pricing and commitment terms.
  • Record Copilot in your AI register with an accountable owner.

Common questions

Does Microsoft use our data to train Copilot?

Microsoft's documentation states that prompts, responses and data accessed through Microsoft Graph are not used to train foundation large language models, including those used by Microsoft Copilot. Optional feedback that users submit may be used to improve the service, and administrators can manage feedback settings. Read the current Data, Privacy and Security page for the full terms, because they can change.

How much does a Copilot licence cost?

Prices and plan names change, so we do not quote them here. Check Microsoft's current Copilot pricing and plans page or ask your licensing reseller, and confirm whether the plan you are offered requires an annual commitment. When comparing cost with value, include staff time for permission clean-up, training and measuring results as well as the licence itself.

Do we need Microsoft 365 Business Premium?

Not according to Microsoft's licence options page. Microsoft Copilot Business lists Business Basic, Business Standard and Business Premium, Microsoft 365 Apps for business and Teams Essentials among its eligible plans. Confirm eligibility for your exact plan in the Microsoft documentation or with your reseller before you buy.

Is Copilot better than ChatGPT or Gemini for business?

Quality comparisons date quickly. The practical difference is what the tool can reach. Microsoft Copilot's paid features work across your Microsoft 365 email, meetings and files, which suits businesses whose work lives there. A standalone assistant may suit work done mostly outside Microsoft 365. Test each against the same set of your own tasks and compare their data terms.

What should we fix before rolling it out?

Fix permissions first. Find SharePoint sites, Teams and OneDrive folders shared with everyone or with large groups, starting with HR, finance and leadership content, and reduce the access. Then set an AI use policy covering what staff may ask Copilot to do with client information, and decide how meeting transcription will work.
